Thursday, June 18, 2026 Encouraging Asset Transformation, NTT Governor Urges Productive Land to Become the Driver of the People's Economy "Land should not simply be an asset with legal certainty, but must also be a source of productivity that drives economic growth, creates jobs, and improves public welfare." This was stated by the Governor of East Nusa Tenggara (NTT), Emanuel Melkiades Laka Lena, Chair of the Agrarian Reform Task Force (GTRA), when opening the Initial Coordination Meeting for the Implementation of Agrarian Reform in NTT Province in 2026, held at the NTT Provincial Office of the National Land Agency (BPN) on Thursday (June 18, 2026). The Governor emphasized that the implementation of Agrarian Reform must lead to improving public welfare through accelerated asset management and integrated access management. "Through the synergy of these two aspects, land will not only become an asset with legal certainty, but also a source of productivity that can increase income, strengthen community economic independence, reduce inequality, and promote prosperity," said the Governor. According to the Governor, Agrarian Reform is a shared responsibility of all stakeholders, not solely the responsibility of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). Therefore, all GTRA members at the provincial and district/city levels need to increase their commitment and play their roles optimally according to their respective duties and authorities. "Agrarian Reform is not only the responsibility of the Ministry of ATR/BPN, but is a shared responsibility of all stakeholders, including local governments at the provincial and district/city levels," he emphasized. On the occasion, Governor Melki also outlined the potential of TORA (Land Objects of Agrarian Reform) from the Release of Forest Areas (PKH) in NTT Province, which totals 83,180.67 hectares and is spread across 19 districts/cities. He stated that by 2025, asset legalization had covered 26,605.82 hectares, while there was still potential for TORA (Regional Agrarian Reform) from the Family Hope Program (PKH) of 37,963.94 hectares that could be pursued in 2026 and subsequent years. He also explained that there was potential TORA from 1,781 plots of transmigration land spread across 14 districts. "The NTT Provincial Government, together with the ATR/BPN (National Land Agency), and the district/city governments, continues to strive to resolve various administrative, social, and legal obstacles so that all of this potential can be optimally utilized for the community," he emphasized. The Governor also emphasized that the implementation of Agrarian Reform must prioritize clean and clear principles to ensure legal certainty and prevent future land disputes. "What's more important is how the legalized land can be used productively to increase community income and welfare. Therefore, access management must be continuously strengthened through business assistance, strengthening community institutions, facilitating access to capital, marketing, and adequate infrastructure support," he explained. Previously, the Head of the NTT Province ATR/BPN Regional Office, Fransiska Vivi Ganggas, emphasized that the results of the coordination meeting must be immediately followed up through concrete steps that will have a direct impact on the success of Agrarian Reform in NTT. "The theme of our meeting today is 'Realizing Prosperous Integration through Accelerating Asset Management and Access Management within the Framework of Agrarian Reform and Community Economic Empowerment.' By strengthening this Task Force, there are several principles we must collectively adhere to. First, this program must lead to improving the welfare of communities throughout NTT Province. Second, we must accelerate asset management to ensure legal certainty of community land rights through land legalization and redistribution. And third, access management, a key supporting pillar, must be implemented so that beneficiary communities can optimize the use of their land for family economic growth," he emphasized. The meeting was also attended by the Secretary of the Directorate General of Agrarian Affairs and Spatial Planning of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Sukiptiyah, representatives of the NTT Provincial Leadership Communication Forum (Forkopimda), Petrus Seran Tahuk, the Governor's Expert Staff for Political and Government Affairs, Heads of Regional Apparatus within the NTT Provincial Government, Heads of Regional Offices of the NTT Provincial BPN, Heads of Regency/City Land Offices throughout NTT, and members of the Provincial and Regency/City Agrarian Reform Task Force throughout NTT Province.
