The balance is NOT positive. To dollarize, it is necessary to devalue the national currency so drastically that it is impossible to recover the economy: the country becomes deindustrialized, poverty grows and salaries fall (even when they are in dollars), prices are overwhelming and the country's debt continues its usual course.
