Ivan Fernandes' lecture will discuss the political and institutional determinants of state action in contemporary contexts, with an emphasis on the formulation and implementation of public policies in scenarios of increasing domestic and international complexity. Based on the article presented in the course, the presentation analyzes how political, bureaucratic, and structural factors influence decision-making processes, highlighting the role of institutions, governmental coordination, and state capacities in policy production. The study also examines the challenges faced by governments in articulating domestic agendas and external pressures, highlighting tensions between efficiency, legitimacy, and responsiveness in the field of public policy. Ivan Fernandes holds a Master's and a Doctorate in Political Science, is an Adjunct Professor in the Bachelor's Degree in Public Policy (BPP), and Coordinator of the Postgraduate Program in Public Policy (PGPP). His academic work focuses on the analysis of public policies, with an emphasis on decision-making processes, political institutions, and state capacities, contributing to the understanding of contemporary governance dynamics. This lecture is part of the course “The Rise of China and the Fragmentation of the Global Order: Hegemony, Norms, and Contemporary Strategic Challenges,” promoted by the Center for Global Studies at the University of Brasília (CEG). The course examines how China's growing international projection relates to processes of contestation and transformation of the contemporary global order, addressing disputes over hegemony, the construction of international norms, and emerging strategic challenges in the international system. Based on articles published in the Brazilian Journal of International Politics (RBPI) and conducted by invited experts, the course explores, from multiple perspectives, the political, theoretical, and strategic implications of China's rise and its repercussions for the configuration of the global order.
