The European Union is changing its migration policy. The European Parliament approved a reform that paves the way for the creation of so-called Return Hubs—return centers for migrants outside the European Union. The idea is that people who have received a return decision and do not have the right to remain in the EU could be transferred to third countries while their return is being decided. Proponents call this a pragmatic solution. Critics call it outsourcing migration policy and a threat to European values. Most interestingly, French President Emmanuel Macron has spoken out against this idea. However, he is not opposed to deportations per se. On the contrary, France speaks of the need for a more effective return policy. But Macron believes that centers outside the EU are an ineffective and dangerous path.
