Their retirement is beginning! What will life be like after retirement for those who intend to take care of their parents but not ask their children for help? They wish to remain in the labor market for a long time, just as they have until now. What is the right employment policy to satisfy their wishes while also protecting the Korean economy? "Until when is your retirement age?" The legal retirement age in South Korea is 60. However! The average retirement age for leaving one's primary job is 52.8. Consequently, unemployment among middle-aged and older workers is showing signs of being just as serious as youth unemployment. At this critical juncture, when job market stability is paramount, what employment policies should be implemented and how to support middle-aged workers and their lives after retirement? By first examining the current situation in Japan, which has also faced an aging population, we sought to identify the direction and solutions for the future of Korea's employment system. “Searching for the Answer to Senior Employment Policies” Japan, which entered a super-aged society in the late 2000s, secured employment stability for the elderly through the "Employment Security Measures for Age 65." The Japanese government's stance on these measures was to enable workers to continue working for a long time, even if it meant lowering wages. Therefore, companies were given a choice. The options available to companies were: measures to abolish the mandatory retirement system itself, measures to extend the internal retirement age to 65, and measures for continued employment to help workers continue working until age 65. Of these, the majority of companies chose the continued employment measure. This is because it allows one to be relatively free from the burden of wages. However! Recently, there has been a small change in Japan's continued employment measures. A representative company is NITORI Co., Ltd., a Japanese manufacturer of household goods and furniture. This year, the company extended the continued employment period from age 65 to 70. Furthermore, they increased wages by 10%, raising them from 70% to 80% of pre-continued wages... The reason for this was to create a favorable environment so that experienced employees on continued employment could work for as long as possible. “Moving Forward Toward Continued Employment, Step by Step, Slowly” The continued employment system being promoted by the government to stabilize the employment system for middle-aged and older workers in South Korea contains various measures. These include "re-employment," which involves rehiring retired workers in job categories that match their performance capabilities when they wish to return to work; "extension of the retirement age," which changes the existing recommended retirement age into a mandatory one; and "abolition of the retirement age," which removes retirement clauses within workplaces and allows workers to work according to their individual health and abilities. What policies should we choose and how should we operate them? We introduce various forms of employment policies, examining the Sajo Oyang Geumsan Factory, which is implementing re-employment under the continuous employment system; High1 SC, a company based in southern Gangwon Province that is extending the retirement age due to its unique status as a social enterprise; and even Patagonia Korea, an American company that abolished the retirement age to recruit skilled professionals.
