The Goryeo court was thrown into confusion. Some called for surrender. Others argued for war. Then, one man stepped forward. Seo Hui (徐熙) A scholar-official and diplomat of Goryeo. Without an army, he walked alone into the Khitan camp to negotiate. ■ The Khitan Position The Khitan general Xiao Sunning (蕭遜寧) declared: “Goryeo descends from Silla. You have no right to the lands of Goguryeo.” This was a direct denial of Goryeo’s claim as the successor of Goguryeo. ■ Seo Hui’s Response Seo Hui answered with a bold argument. ✔ Goryeo is the true successor of Goguryeo ✔ Its very name is “Goryeo,” and its capital is Pyongyang Then came the decisive point: “The reason Goryeo and Liao have not engaged in relations is because the Jurchen stand between us.” If the Khitan would help remove the Jurchen and return those lands, Goryeo would gladly establish diplomatic ties. ■ The Outcome The Khitan army withdrew. Goryeo advanced east of the Yalu River and established the Six Garrisons of Gangdong: Heunghwajin Yongju Tongju Cheolju Guiju Gwakju Without shedding a single drop of blood, Goryeo secured nearly 280 ri of territory. ■ Historical Significance These lands became the backbone of Goryeo’s northern defense. In 1019, this very region would host the legendary victory of General Gang Gam-chan at the Battle of Guju.
