Meanwhile, the Conservatives have accused Labour of “running scared” after ministers blocked an attempt to keep Parliament sitting, preventing incoming Prime Minister Andy Burnham from facing immediate scrutiny. Mr Burnham is expected to enter Downing Street after MPs begin their six-week summer recess, meaning he could avoid questioning in the Commons until September.
