The improvement of the institutional framework for the organization and operation of investigative agencies is an objective requirement in the process of building a socialist rule of law state; the Party's judicial reform; streamlining the organizational structure; and meeting the requirements of combating crime in the new situation. Maintaining the investigative authority of investigative agencies within the People's Army also stems from the above theoretical and practical basis. The draft Law on the Organization of Criminal Investigation Agencies (amended) proposes a significant change in the delineation of investigative authority between the two systems of investigative agencies.
