The armed forces bear the responsibility of protecting national security, and their training inevitably involves intensity, risk, and professional requirements. However, all training and management must be carried out according to guidelines, standards, regulations, and standard procedures, and cannot be replaced by traditional habits, personal emotions, or so-called "training." Military discipline should not merely instill fear of officers among soldiers, but rather enable all members to understand the correct distinction between obedience, respect, and the protection of rights. II. Director Yu points out that the core of leadership lies in the parallel application of "a combination of kindness and severity" and "respect and inclusiveness." The military is a hierarchical organization. Commanders, by law, possess the authority to command, reward, punish, and manage, and soldiers have the obligation to obey orders and respect their superiors. However, authority cannot be a justification for discrimination, humiliation, verbal abuse, or differential treatment. Councilor Hsieh also emphasized that the most fundamental spirit of human rights is recognizing the differences and dignity of every individual, and not treating them unreasonably based on race, gender, status, age, background, or stereotypes. When "leadership style" becomes an excuse for inappropriate words and actions, it deviates from the essence of leadership. Third, whether troop management can gain the trust of officers and soldiers depends on whether the system is effective and whether officers are willing to accept scrutiny. The 1985 grievance hotline has become a well-known channel of redress for officers, soldiers, and their families, and is incorporated into the Military Personnel Rights Incident Handling Law. If dissatisfied with the outcome, further redress can be sought through the Rights Protection Committee and judicial procedures. Grievances are not meant to undermine the team, but rather to help the organization identify problems and correct deviations early. When the military can shift from fear-based management to trust-based leadership, officers and soldiers will be able to build cohesion in an environment that combines safety, dignity, and discipline.
