Bihar is higher at 2.9, Uttar Pradesh 2.6, Madhya Pradesh 2.4, Rajasthan 2.3 and Jharkhand 2.2. Globally, South Korea has the lowest TFR at 0.7. China is at 1.0, Japan 1.2, USA and UK at 1.6. Reasons for the decline include high costs of raising children, women's education and jobs, and better healthcare reducing infant deaths. This can cause more elderly people and fewer young workers, pressuring the economy and services. Japan, South Korea and other countries are offering baby bonuses to increase births.
