Moro was on his way to the Chamber of Deputies to vote confidence in the Andreotti IV government, the first in 30 years with the support of the Italian Communist Party. The Red Brigades commando was led by Mario Moretti, a member of the military wing of the Red Brigades, who, after the arrest of Renato Curcio and Alberto Franceschini, took command of the organization.
