In the wake of François Bayrou's two uses of Article 49.3 regarding the 2025 budget, the budget was at the heart of the parliamentary questions, in all its facets. Ministers were questioned in turn about the agenda for upcoming reforms, the budget allocated to law enforcement, the freeze on the collective portion of the Culture Pass, the suspension of civic service since February 1st, and the lack of need to adopt a new budget following the passage of the special law last December. Environmental issues also came up in the National Assembly on Tuesday. The government was questioned about the recent floods in Ille-et-Vilaine, particularly concerning insurers' practices in response to these events, as well as the need for a climate adaptation policy. When questioned about the "Zero Net Land Take" (ZAN) initiative, the government reiterated the underlying environmental challenges. Finally, on the occasion of National Cancer Day, Benoît Biteau, a member of parliament from the Charente region, drew the government's attention to the link between the high number of pediatric cancers in his department and possible environmental causes. On the international front, the Minister of Foreign Affairs was questioned three times, notably on the increase in tariffs by the United States and the potential threat to the European Union. The situation and future of Rojava, an autonomous territory in northern and eastern Syria, which is experiencing uncertainty following the fall of Bashar al-Assad, were also discussed. Finally, Franco-Algerian diplomatic relations were once again addressed, as the writer Boualem Sansal remains imprisoned in Algeria. Other topics discussed on Tuesday, February 4th, included: "uncontrolled" immigration, the opening of negotiations on the institutional future of New Caledonia, the industrial situation in France, the declining birth rate and the aging of the French population, and the reform of private micro-nurseries.
