VTC News | Ladies and gentlemen, In just a few days, the regulation mandating the use of child safety equipment in cars will officially come into effect. However, right before the implementation date, the penalty for violations has been changed from a fine to a warning. What caused this change? Why are family cars required to have child seats, while taxis are exempt? The answer will be in the following news report! On June 26th, the Government issued Decree 238/2026/ND-CP, amending and supplementing several articles of the Decree on administrative penalties in the field of road traffic. The most talked-about change is in Clause 1, Article 2, which stipulates: "A warning will be issued to drivers of automobiles who carry children under 10 years old and under 1.35 meters tall in a vehicle without using appropriate child safety equipment as prescribed (except for passenger transport vehicles)." This decree takes effect from August 15, 2026. This is a significant change compared to the previous regulations in Decree 168/2024, which stipulated that drivers who violated the law could be fined from 800,000 VND to 1,000,000 VND. According to the new regulations, the first level of punishment will only be a warning – the lightest form of administrative penalty for traffic violations, before even fines or stronger sanctions.
