Why El Capitan is the COOLEST Fixer (Even if He's a TAD Delusional)

OH CAPITAN, MY CAPITAN... I never would've thought I'd end up thinking this guy, with his fanny pack and mullet, would be the coolest fixer in 2077. But damn it. After research, I have concluded... THAT HE IS THE COOLEST?!? I love how his character slowly builds a sort of trust with US through his gigs. Or at least, he can. Even if he's a bit dramatic and deluded, its nice to meet someone else in Night City who cares for those who need a helping hand. Even if he's 100% reaping the profits.
