We receive many questions about the (very complex) urban planning law regarding alternative housing. Xavier, coordinator of the Elected Officials, Real Estate and Urban Planning Circle, explains everything in this video produced by the association Désobéissance Fertile. In short: the law allows for the legal construction of alternative housing on building plots or STECAL (Local Development and Planning Schemes), but it is not being enforced, which deprives tens of thousands of French people of their right to choose low-cost and ecological housing... Why? Because mayors are unaware of the law, don't know that so many people want to live in alternative housing, or are afraid of attracting marginalized individuals to their communities.
