Prime Minister Kim Min-suk’s Special Address at the Summer Davos Forum (Dalian, China) June 24, 2026 Greetings. I am Kim Min-suk, Prime Minister of the Republic of Korea. I just heard that you were selected as a 'Global Leader for Tomorrow' at the Davos Forum in 2000. My memory was a bit hazy, and I am not sure if I actually became a global leader back then, but seeing that I am here today to deliver a speech in front of you all, I think that the foresight of the Davos Forum 26 years ago was indeed excellent. I find it deeply meaningful to attend the Summer Davos Forum as the first Korean Prime Minister in 10 years, and I thank the Davos Forum for inviting me. The name of the Summer Davos Forum is the 'Annual Meeting of Emerging Global Champions.' True to this name, it has evolved into a venue for seeking new growth opportunities through innovation. The banner of this year's forum is 'Innovating at Scale.' Yesterday and today, intense discussions have taken place here regarding how to create more opportunities and lead to substantial economic growth through innovation in cutting-edge technologies such as AI. Today, I would like to discuss with you Korea’s vision for new growth through innovation. The current global economy is facing complex uncertainties such as nationalism, protectionism, supply chain instability, and the climate crisis. In addition, the development of advanced technologies like AI offers us new opportunities on one hand, while simultaneously presenting us with serious challenges that did not exist before. We cannot overcome these uncertainties and challenges using past methods. The Lee Jae-myung administration in Korea was launched last June. Since then, it has been committed to "large-scale innovation" to break through this massive transition. We have set "a global innovation economy" as our core national agenda. We are boldly pushing forward with a shift in the economic paradigm. We have expanded the government's R&D investment in basic science and source technologies to an all-time high. We are encouraging bold research and development that does not fear failure. We are building a new technology ecosystem to ensure that these achievements translate into industrial sites. We are simultaneously pursuing active reforms regarding regulations that hinder new industries. AI is a core theme of economic and social innovation. The great transformation triggered by AI is completely overturning our lives. In response, the Korean government launched the 'National Artificial Intelligence Strategy Committee' directly under the President last September. We also enacted the 'Framework Act on AI,' becoming the second country in the world to do so. In this way, we are establishing the institutional foundation. We are promoting the AI ​​transition across all industries, while simultaneously making active efforts to cultivate talent and foster innovative companies. Korea hosted the APEC Summit last year. At that event, the 'APEC AI Initiative,' a top-tier achievement related to AI, was adopted under the leadership of the Korean government. One issue that can arise as technology advances is that it casts a deep shadow. I believe that the true completion of large-scale innovation is realized through inclusive development, where all members of society enjoy the benefits without being marginalized. As the Korean government promotes an innovation economy, it has made it its top priority to establish a structure where the fruits of technology are not concentrated in specific groups but spread evenly throughout society. Korea is striving to realize an 'AI-based society' and 'balanced national development' to prevent the deepening of imbalances, such as the marginalization of the socially vulnerable or the underdevelopment of specific regions, during the process of AI development. Our efforts do not stop within the Republic of Korea. Korea is working under the goal of 'AI for All' to ensure that all global citizens can enjoy the benefits of AI. As part of this initiative, last May, we officially announced plans to establish a 'Global AI Hub' in Korea in collaboration with international organizations. In particular, to secure the bid for this Global AI Hub, I visited the United States and Switzerland to meet directly with the heads of various international organizations and participated in the process of bringing this achievement to fruition. The Global AI Hub is an open platform involving diverse stakeholders. Free communication and innovation will take place among various institutions, companies, research institutes, and individuals. Under the slogan "AI to Solve Global Challenges," we aim to become a hub for solving global problems using AI. Crises facing the world today, such as infectious diseases, climate change, and food security, cannot be solved by the power of a single nation or institution alone.
