Dozens of savings and loan cooperatives in Trenggalek Regency have ceased operations, or are in a state of suspended animation. Ironically, most of these cooperatives still retain their legal status even though their administrators have ceased business activities. According to data from the Trenggalek Regency Office of Cooperatives, Micro Enterprises, and Trade (Diskomidag), 97 of the 113 Savings and Loan Cooperatives (KSP) are still operating. Meanwhile, 16 other cooperatives are inactive because their administrators have ceased all business activities. However, the local government is reluctant to rush into disbanding these cooperatives. Diskomidag has chosen to focus on coaching, field verification, and re-registration so that these dozens of cooperatives can resume operations. Trenggalek Has 710 Legally Entrenched Cooperatives The Head of the Trenggalek Regency Diskomidag, Saniran, explained that Trenggalek has 710 legally incorporated cooperatives. This number consists of 57 Red and White Village/Sub-district Cooperatives (KDKMP) and 653 non-KDKMP cooperatives. "Our cooperative collection actually exceeds 710 units, including KDKMP. We recorded 57 KDKMP units, while the non-KDKMP group has around 653 units," said Saniran. Saniran added that consumer cooperatives still dominate cooperative development in Trenggalek. Although operating as consumer cooperatives, most administrators also open savings and loan units as an additional service for members. "Consumer cooperatives do dominate our region. However, regulations still permit consumer cooperatives to own and open savings and loan units," he explained. Diskomidag Declares 16 Cooperatives Inactive Saniran explained that Diskomidag declares inactive cooperatives that no longer operate or have not held an Annual Members Meeting (RAT) for three consecutive years. "The criteria for an inactive cooperative are simple. They haven't carried out any business activities, as evidenced by their absence from the General Meeting of Shareholders (AGM) for three consecutive years," he explained. However, the Trade Communications and Investment Office (Diskomidag) did not immediately impose dissolution sanctions. Instead, the office chose to provide guidance and tighten supervision. The Dissolution Office will only process dissolution if the team truly deems the cooperative unsalvageable and has met all administrative requirements. "Our initial steps remain to provide guidance and supervision. If the team later deems the cooperative fit for dissolution, then we will process the dissolution in accordance with applicable regulations," Saniran emphasized. Trenggalek Has Dissolved 257 Cooperatives Although it has not yet formulated a new dissolution plan this year, Trenggalek has already restructured its cooperative institutions by dissolving 257 cooperatives in recent years. The Ministry of Cooperatives dissolved 186 cooperatives in 2021, then another 69 in 2024. "We recorded a total of 257 cooperative dissolutions. The first wave in 2021 eliminated 186 units, and the second wave in 2024 eliminated 69 units," said Saniran. In 2026, local governments shifted their focus to validating data on active cooperatives and overseeing the implementation of the Red and White Village/Sub-district Cooperative program. "This year, we are still concentrating on data collection and validation. We have not yet drafted a new dissolution order because the team is focused on overseeing the implementation of the KDKMP," he added. Bank Debts and Grants Present Obstacles to Dissolution Saniran reminded that the Communications and Trade Office cannot immediately dissolve cooperatives that have ceased operations. Many cooperatives still have legal and administrative issues. Some cooperatives have received government grants, while others still have outstanding debts to banks. This situation requires the supervisory team to wait until the management has settled all their obligations. "We don't dare dissolve cooperatives that have a history of receiving government grants. The same applies to cooperatives that are still in arrears with bank debts. The management must resolve these matters until they are clear and clean first," said Saniran. He also emphasized that the district government does not have full authority to dissolve cooperatives. The Trade Communications and Infrastructure Office (Diskomidag) only conducts data collection, verification, and proposes dissolution to the central government.
