⚡️ Building the Foundation for a Sustainable Electricity Market in Lagos A key highlight of the GACN Gas Commercialisation Stakeholders' Engagement 2026 was the presentation by the Honourable Commissioner for Energy and Mineral Resources, Lagos State, Mr Biodun Ogunleye, on Lagos State Electricity Reform and Gas Market Expansion. The Commissioner provided insights into the State's vision for the Clean Lagos Electricity Market (CLEM), a transformative framework designed to address Lagos State's electricity deficit, create a structured and competitive electricity market, and support the growing energy needs of Africa's largest city economy. Central to this vision is the development of a reliable gas supply ecosystem capable of supporting up to 4GW of gas-fired power generation, ensuring that energy remains a catalyst for industrial growth, economic productivity, and improved quality of life. The session also highlighted the strategic roles of Gas Aggregator Company Nigeria Ltd/Gte and NNPC Limited in supporting Lagos State's long-term electricity ambitions through gas sourcing, contracting, supply management, and the development of commercially sustainable frameworks required to underpin market growth. A major outcome of the engagement was the alignment among stakeholders on the need to establish a Joint Working Group to coordinate planning, data sharing, technical studies, and implementation activities necessary to advance the initiative.
