July 8, 1973 A marina project is planned for Forêt Fouesnant in Finistère. It is sparking significant controversy. At the heart of the problem is the environmental issue. With a voiceover, the report begins by showing the devastation caused by the uncontrolled construction of marinas on the Côte d'Azur. The gradual destruction of the shoreline has led the public authorities to react by canceling building permits in Saint-Raphaël and Bormes-les-Mimosas. Interviewed, the Minister of the Environment and Nature Protection, Robert Poujade, considers it completely abnormal to build by the sea, or even on it, since the shoreline should be everyone's, both in terms of occupation and view. This scandal is currently brewing in Brittany, in the Bay of Concarneau in Forêt Fouesnant, a town of 1,800 inhabitants where the sea meets the shore. A marina project for 20,000 people is under construction. Architect Jean LE GOUTEUR, in front of the model, states that the aim is to integrate this complex as much as possible into the landscape so as not to end up with development on all the coasts like on the Côte d'Azur. The images then show the daily life of this small village with its Breton women in headdresses strolling. Asked if the opinions of people against this project have been taken into account, the mayor, Mr. Le REST, replies that they haven't achieved much, but it's difficult to know what they want... The major problem is that no one has considered the transformations that the natural environment may undergo. The diagnosis issued by the marine biology laboratory in Concarneau is hardly optimistic; for him, the natural balance of the bay is compromised.
