"I feel like a coward at sea," Hitler said of himself, and the Kriegsmarine was the smallest numerical component of the Wehrmacht. However, in reality, between 1939 and 1945, Germany spent billions of marks on developing its navy, consuming millions of tons of oil and millions of tons of steel. In particular, the cost of building nearly 1,300 submarines, more than all other powers combined, was equal to the cost of building tens of thousands of tanks or guns and placed a gigantic burden on the Reich's economy. This was a colossal waste that accelerated Germany's defeat.
