Aguilar agreed that the first year of a new administration is the ideal time to make these legislative changes before the emergence of campaign interests, highlighting international models of volunteer selection or lottery systems applied in other Latin American countries. Finally, it was reported that a group of former presidents of electoral bodies will present a draft reform proposal with approximately 50 articles to the president of the National Congress at the end of July.
