I stayed at Sukayu Onsen Ryokan in Aomori Prefecture, which is famous on JR East's "Local Hot Springs" website. It's about 30km from Aomori Station by free shuttle bus, and is a hidden hot spring located at an altitude of 925m in the Hakkoda mountains. Even with the Adult Vacation Pass, there's free shuttle service, so it's easy on the wallet as you don't have to pay for local bus fares. The cheapest hot spring building is very reasonable at just under 10,000 yen for one night and two meals. If you're looking for something a little more luxurious, there seems to be a plan where you can have meals in your room in the ryokan building.
