A 50-year-old man surnamed Tsai had been facilitating the entry of foreign nationals holding tourist visas into agricultural areas of Yunlin and Changhua for work since the end of 2023, profiting from the arrangement by charging a headcount fee. Police arrested Tsai and three other suspects, and the investigation concluded on the 10th, with indictments filed for violating the Employment Service Act.
