Franklin Franco was born in 1949, on January 21st, in the Dominican Republic. Franklin Franco was originally accused of escaping from a maximum-security prison in Minnesota, United States, where he was being held for falsifying immigration documents. However, he was arrested in 1989 in Puerto Plata and taken to the headquarters of the National Drug Control Directorate (DNCD), and various drug-related cases were opened against him. He was convicted and spent nine years in the Najayo prison in San Cristóbal, despite receiving several rulings in his favor, including from appeals courts and the Supreme Court of Justice.
