The discussion focused on whether escalating penalties, including heavier fines and extended jail terms, can effectively deter organized examination malpractices. Professor Badrinarayan noted that while the proposed legislation establishes provisions to safeguard question papers from origin to destination, success hinges on state-level implementation. Kapil Gupta highlighted structural flaws within the National Testing Agency, pointing out that an agency generating 900 crore rupees in application fees operates with only 24 permanent staff members, stating, 'I don't think bill is enough. There has to be significant work done on NTA side.' Professor C.B. Sharma argued that punitive measures alone cannot fix a broken system without complete restructuring of testing bodies and establishing an independent regulatory authority.
