Идеальна ли Женева?

Switzerland is a confederation in its structure, where the main decision-making bodies are at the level of regions and municipalities. In a sense, one can even say that there is no capital here - the authority of the country level is distributed between cities and each is responsible for something: Zurich - finance, Bern - politics, Basel - cultural and industry, and Geneva - international organizations. At some point, it even begins to seem that the Swiss in Geneva itself is a minority, from which the city becomes even more interesting.
