In 1952, a team led by engineer Tadeusz Sołtyk was tasked with developing a metal training aircraft. Initially, the aircraft was designated ST-8. After completing the initial design, it became apparent that work needed to be temporarily suspended to complete the "Chwat" aircraft project, which was to be a development of the Junak 2. The aircraft was to have retractable two-wheeled landing gear. The goal was to prepare pilots for flights in aircraft with this landing gear arrangement. Work was interrupted during the documentation preparation stage, as it was deemed more urgent to train pilots in the use of jet aircraft with a nose wheel. Design work began on the aircraft designated TS-9 "Junak 3." The Junak 3 prototype first flew on August 7, 1953. However, this was not the end of the problems for Sołtyk's team, which was entrusted with developing an air ambulance version of the CSS-13 aircraft, designated S-13. The prototype's first flight took place in early October 1953. During this time, the final concept for the TS-8 aircraft was developed. The TS-8 was expected to have retractable landing gear with a nose wheel, a top speed of around 300 km/h, and extensive equipment, including instruments enabling blind flight, a radio station, a radio altimeter, a radio goniometer, hydraulic and pneumatic systems, and was also intended for aerobatics. All project work was carried out at the Institute of Aviation, where a preliminary design was developed, followed by subsequent stages, including aerodynamic and strength tests, and the creation of a technical design.
