Why Did Daemon Lie About Killing Sheepstealer's Rider?

Why did Daemon lie to Rhaenyra about killing Sheepstealer’s rider? In House of the Dragon Season 3 Episode 4, Daemon discovers that the person Rhaenyra wants punished for Jacaerys’ death is actually his daughter, Rhaena Targaryen. Instead of delivering Rhaena to the queen, Daemon allows her to escape with Sheepstealer. He then murders an innocent shepherd and presents the burned remains as proof that the dragonrider is dead.
