His name was Shinichiro Fukusaki. He was an elite judge who had previously served as a research officer at the Supreme Court. In December 2015, Fukusaki was appointed to his final post at the Osaka High Court. In the year and a half leading up to his retirement, as presiding judge, he overturned one guilty verdict after another, resulting in a string of "not guilty" verdicts. Japan's criminal trials have a conviction rate of over 99%. While acquittals at first trial are rare, "not guilty" verdicts at second trial are even rarer. As a result, his retirement became a hot topic, even being featured in weekly magazines just before his retirement. However, Fukusaki himself remained silent, and his true intentions remain a mystery. What were Fukusaki's true intentions? As a qualified lawyer, I (the director) became a journalist seven years ago and have continued to cover criminal justice issues. I attended Fukusaki's sentencing just before his retirement and requested an interview twice afterwards, but received no response. Six years have passed since then, and with social interest in wrongful convictions on the rise, perhaps we can now uncover Fukusaki's true intentions. Was it a kind of "accusation" made just before his retirement, or was it merely a coincidence? First, I collected and read through Fukusaki's rulings from his time as presiding judge of the Osaka High Court. I discovered that he boldly resumed a trial in a serious case that had been stalled for several years, and in another case, he took his time to hear the defendant's side of the case to the end. Furthermore, various aspects of Fukusaki began to emerge, such as his strong adherence to his own unique interpretation of the law in minor cases. What kind of person is Fukusaki really?
