Similar to the previous v3.6.1 release there is no download method that does not require a China phone number. They added one after a few weeks last update release, so that may happen again, I do not know, but every single comment under the release is asking for one, so people are asking directly I promise. Meaning if you 1. Do not have a China phone number or access to a Baidu/Quark/123Pan account or 2. Do not have a workaround... YOU WILL HAVE TO WAIT UNTIL THAT IS CHANGED OR AN ALTERNATIVE METHOD ARISES FOR 3.6.3 If you do not already have, or are content with v3.6.1, which does not include the moveset shown in this video but all other previous updates, you can resort to the alternative link for that version freely, there are people that can help you with that for free there.
