Yesterday, I happened to see an image online with the phrase "heads of state" of Vietnam, accompanied by a picture of four leaders including the General Secretary, the President, the Prime Minister, and the Chairman of the National Assembly. And below it were thousands of comments and interactions, but I didn't see any objections. So I thought, oh, it turns out few people noticed this, that's why they didn't spot the mistake in that image. So today, TVPL will only talk about one thing: "What is a head of state?". Let's begin. First, it's important to clarify that the term "head of state" is not a legal concept defined in any specific legal document; it's simply a concept, a term used in everyday life. Those of you who frequently watch news or political programs often hear this term. According to the Vietnamese dictionary, "head of state" is defined as the person who leads a country or nation. According to the Cambridge dictionary, "Head of State" is defined as the official leader of a nation, usually someone with little or no real political power. According to the open English dictionary, "head of state" is understood as the head of state and the official figure representing national unity and the legitimacy of a sovereign nation. As mentioned, the head of state is the person who leads the state, representing the state in domestic and foreign relations. 1/ Countries with Absolute Monarchies Absolute monarchies have largely become part of the history of most countries around the world. Currently, very few countries maintain this system. These include Brunei, Oman, and Saudi Arabia. In these countries, the monarch holds absolute power, much like in Chinese historical dramas. 2/ Countries with Constitutional Monarchies Besides countries with absolute monarchies, many other countries around the world still maintain a monarchy, but it is a constitutional monarchy. Accordingly, the monarch no longer holds absolute power but is only symbolic, primarily providing spiritual and cultural leadership. All power is concentrated in Parliament, headed by the Prime Minister. Examples include the United Kingdom, Thailand, Japan, and Spain… In constitutional monarchies, the head of state is the king or queen. As defined by the Cambridge Dictionary, the heads of state of these countries have little to no real political power. 3/ Countries with a parliamentary republic system In a parliamentary republic (or what could be called a parliamentary republic), the head of state participates to some extent in the legislative, judicial, and symbolic executive branches. In most of these countries, executive power is vested in the prime minister – the head of government. 4/ Countries with a presidential republic system In a presidential republic, the head of state usually heads the executive branch. You can see what the executive branch is in the video we published not long ago. In a presidential republic, the head of state has a very significant role and influence on the country's economic and social development through their own decisions. Besides Brazil and the Philippines, other typical countries that follow a presidential republic system include the United States, Mexico, Bolivia, etc. 5/ Countries with a Mixed Republic System For the mixed republic model, also known as a dual-headed system, this is a combination of a presidential republic and a parliamentary republic. Typical countries following this model are the Republic of France, Finland, the Russian Federation, and South Korea. State power is designed to be both relatively independent and harmoniously coordinated between the executive, legislative, and judicial branches. Article 5, Chapter II of the 1958 French Constitution stipulates: "...By acting as an arbitrator, the President ensures the normal functioning of public authorities." Thus, the President plays a leading and managing role, participating in tasks in the legislative, judicial, and executive branches to ensure the balance of the activities of state power organs. 6/ Socialist Republics In the socialist republic model, there are differences between the former Soviet Union countries, now China, Vietnam, Cuba, and Laos.
