The Government has approved in the Council of Ministers the initiation of the legislative process for a Royal Decree that will provide extraordinary regularization for foreign nationals already residing in Spain, with the aim of "guaranteeing rights and providing legal certainty to an existing social reality." The Royal Decree is the result of an agreement with Podemos and a "collective of wills that put people first," stated sources within the Executive branch, who added that this measure "resumes the mandate" of a popular legislative initiative backed by more than 700,000 signatures and whose consideration was supported by a broad parliamentary majority (310 votes in favor and 33 against, all groups except Vox), thus unblocking a response that had been stalled for months. At an event held in Madrid entitled "Regularization Now," Podemos's political secretary, Irene Montero, announced that "all those who were in Spain before December 31, 2025, and who can demonstrate at least five months of residency will be granted legal status," explained the MEP from the left-wing party. They can do so with proof of registration (empadronamiento) but also with other means such as a medical report, a utility bill, or a money transfer certificate. Those with a criminal record are excluded.
