On March 15, 2025, US President Donald Trump ordered the deportation of 238 Venezuelan prisoners to a high-security prison in El Salvador. The decision was challenged by a federal judge, but the planes had already taken off. “Too late,” the Salvadoran president remarked ironically. These prisoners were sent to Cecot, considered one of the largest and most secure prisons in the world. It was built on the orders of President Nayib Bukele in 2022 to imprison members of the “maras,” the murderous gangs that have plagued El Salvador since the 1990s, for life. Very few journalists have been allowed inside the prison, but we managed to visit one of the buildings, under government supervision. The prisoners remain there for life under an extremely harsh prison regime, with no possibility of going outside, no contact with the outside world, and often, no trial. This system, praised by Donald Trump, has been denounced by numerous countries and human rights organizations. It is accompanied by a nationwide state of emergency, known as a "state of exception," which allows the police and military to detain people on the slightest suspicion, accusation, or even for a tattoo (which, in some cases, indicates gang affiliation). This report not only takes us to Cecot, but also to one of the country's twenty ordinary prisons. El Salvador has the highest incarceration rate in the world, with 2% of its population incarcerated. The team also met an innocent man, released after months of detention and torture. He gave his testimony anonymously, but his account is chilling. Finally, this documentary shows how, with great difficulty, Salvadorans try to assert their rights in a country where security now completely prevails over the rule of law.
