Adding to the misfortune, while repairs were underway, Puyuma train No. 417 also snagged the overhead power line as it prepared to leave Chishang Station. Two accidents occurred within just one hour. Taiwan Railways quickly implemented contingency measures, using passenger shuttles for transport. However, due to overcrowding, some passengers commented that the scene was like a sardine field.
