According to reports, Dr. Lawrence Muganga explained that he is a Ugandan by birth. He stated that during his career journey he worked in Rwanda, where he acquired Rwandan identification documents and a passport to enable him to live and work there legally. Later, when opportunities took him to Canada, he obtained Canadian citizenship. Dr. Muganga has maintained that he surrendered his Rwandan passport and national identity card and voluntarily renounced his allegiance to Rwanda after returning to Uganda. Documents cited in media reports indicate that he declared he had given up those Rwandan documents. Regarding Canada, reports show that Dr. Muganga initiated the process of renouncing his Canadian citizenship in June 2026. He wrote to Canadian authorities seeking to relinquish that citizenship in compliance with legal requirements for holding certain public offices in Uganda. Supporters of Dr. Muganga argue that these actions demonstrate his commitment to Uganda and his willingness to comply with the law. They believe his professional achievements, leadership in higher education, and efforts to regularize his citizenship status show that he deserves fair consideration. On the other hand, members of the Parliamentary Appointments Committee argued that the issue was not merely about intentions but about providing sufficient legal evidence of renunciation before assuming a sensitive ministerial office. The committee ultimately found that the required proof had not been adequately presented during the vetting process. The central lesson from this debate is that citizenship laws and constitutional requirements apply to all public officials. While Dr. Muganga insists he surrendered his Rwandan documents and began the process of renouncing Canadian citizenship, Parliament’s concern was whether the legal documentation was complete and satisfactory at the time of vetting.
