Don Dolnero, a big mafia boss who is scheduled to be sentenced to 1,000 years of compressed freezing, has fled to Japan with all his subordinates. Ryuya, the captain of the Time Protection Agency's special forces Time Rangers, heads out to arrest him with four new members, including Yuri, but it turns out that this is a plot by Dolnero's gang, and Ryuya is an imposter in disguise, Lila, Dolnero's mistress. They escape to Japan in the year 2000 on a Time Protection Agency ship, along with the Launder Prison where Dolnero is being held. Yuri and the others are thrown off the ship and arrive in Japan in the year 2000. In front of the dejected group appears Tatsuya Asami, a man from the 20th century who looks just like Ryuya. Yuri and his friends try to transform into the only remaining emergency power suit system in order to subdue the violent prisoners who have been released from their frozen state, but the Chrono Changer system has a restriction that it cannot be activated for the first time unless there are five people, which is the number of people required for a team of the Time Protection Bureau. Since the original composition included Ryuya, they were in a difficult position, so they forced Tatsuya to become a member, transformed, and succeeded in capturing the first prisoner. Tatsuya became a Time Red by chance, but with a firm resolve to "decide his own fate," he decided to join the Time Rangers. Meanwhile, Yuri and his friends succeed in contacting the Time Protection Bureau headquarters, but the headquarters strictly orders them to remain in the 20th century until they arrest Dolnero and the prisoners he named the "Londers Family" in order to prevent the distortion of history caused by Dolnero's escape from expanding.
