Energy Minister Ekanat Promphan gave an interview on the "Karmakorn News Talks Off-Screen" program after the National Energy Policy Council (NEPC) approved a reduction in electricity charges for residential bills. He confirmed that the first 200 units of electricity used will be charged at 3 baht per unit, regardless of the number of units consumed. There will be no additional charges for the first 200 units, effective August onwards. For units exceeding 200 units, in addition to the original rate, a portion of the electricity charges for public utilities will be removed. This means all residential households will receive a discount, but the first 200 units will benefit the most. This was based on a previous Cabinet resolution. The average rate for the first 200 units was 3.50 baht, a reduction of approximately 20%. This applies to all types of housing, including rental homes and those with temporary registration. All 23 million residential households in Thailand will receive the discount. However, those using more than 200 units will still use the original tariff but with a further reduction due to the removal of public utility charges. The price reduction for streetlights may need to be phased out gradually, by 4-5 satang at a time, until the total of 8 satang is reached. Regarding the fact that Thailand has not yet increased its fuel prices despite continuous global price increases, this is due to funding from refineries and the use of the fuel fund mechanism to prevent sudden price increases when the market is reacting. Currently, diesel prices have increased by over 10 baht in the past week, using the fuel fund in conjunction with refineries absorbing 1.40 baht. This process has been ongoing without interruption. When asked about criticisms that Thailand is undercutting diesel prices from refineries, even though the refineries only add a markup, Ekanat explained that it's impossible to add a markup because it's the refinery price, which is the Singapore price minus 1.40 baht. Therefore, this is speculation. This is the exercise of power under the Emergency Decree; failure to comply carries a 10-year prison sentence. The restructuring of oil prices is nearing completion. And currently, the fuel fund must also provide support because prices are highly volatile. Diesel prices can fluctuate, sometimes rising by 10 dollars and then falling by 7 dollars, and there have been several more adjustments. However, when we use the refinery price, it's usually for 2-3 weeks at a time, and the fund has to absorb the difference. "But we can manage the fund. Because the money that traders are demanding is still under investigation for its involvement in hoarding and speculation. The fund is not being used to compensate for this.
