Cianwood City was introduced in Pokémon Gold & Silver alongside the rest of the Johto region, that is true, but have you ever taken a good look at the map? Cianwood City is located on an entirely different landmass... and whether than landmass should actually be considered part of Johto is something that isn't as obvious as you may think it is!
