I achieved 2.4% Population Growth (and 3.4% with settlements), in under fifteen years in EU5 1.2 and it's viable in the NEW DLC in 1.3 too! You need to know this strategy, as growing your population is the most important thing for your nation in the long term, as you will hit that population crisis and regret not acting sooner. We had to stack lots of buffs for this, manage our food correctly, lower our food price, increase our population capacity, and keep our economy growing at the same time. There's no point in going all in on population, if you aren't creating jobs to be filled so you have to find a balance especially with Urbanization too!
