Security expert José Luis Montenegro analyzed the leadership change within the Jalisco New Generation Cartel (CJNG), following U.S. authorities' identification of Juan Carlos Valencia González, alias "El 03," as the successor to Nemesio Oseguera Cervantes, "El Mencho." He explained that this leadership had been anticipated since 2019, when a U.S. court designated him as a key operative within the organization and head of the so-called Elite Group, the CJNG's armed wing. He also noted that "El 03," "El Mencho's" stepson, maintains ties with Los Cuinis, considered the criminal group's financial arm. Montenegro indicated that other key figures within the structure include Julio Alberto Castillo Rodríguez, alias "El Chorro," "El Mencho's" former son-in-law and considered one of the cartel's top lieutenants, as well as Hugo Gonzalo Mendoza Gaytán, alias "El Sapo."
