Are Penske in Serious Trouble?

Sometimes when building the dream team.. more than people are necessary. With the time slowly ticking down to Gen 4, and other teams and drivers padding their on-track time, the Penske FE team has stood still. Nothing confirmed, no in-house powertrain, no customer deal, not even testing time for it's drivers. The question is, is it too late?
