However, the Supreme Court concluded that the absence of individual decisions of local government bodies in the archive materials does not in itself indicate that such decisions were not made. The court emphasized: assumptions cannot replace proper evidence, and the fact of placing solar panels on land plots does not confirm the illegality of the state registration of ownership. As a result, the Supreme Court canceled the appeal decision and upheld the dismissal of the claim.
