During the German occupation (1940-1945), the Dutch state continued to function largely under German supervision. Civil servants and police cooperated in maintaining order and carrying out German orders. There was no collaborationist government; instead, Reichskommissar Arthur Seyss-Inquart ruled. Although some civil servants and police officers assisted Jews and resistance members, the Dutch bureaucracy largely facilitated anti-Jewish measures, including the registration and deportation of Jews. The railways transported Jews to Westerbork transit camp, and Dutch police assisted with arrests. At the same time, there was also passive resistance within the government. Some civil servants delayed or sabotaged German orders. In short, the Dutch state functioned under German control and cooperated in many cases. There was cooperation, but not full collaboration as in some other occupied countries.
