To solve this, the Housing Development Board (HDB) was formed in 1960, kickstarting mass construction of low-cost flats. The first HDB flats were Blocks 45, 48 and 49 on Stirling Road, Queenstown, completed in October 1960. Their seven-storey height earned the nickname “qik lao” (Hokkien for seven storeys) and became a focal point of early Queenstown life, even welcoming dignitaries like Prince Philip in 1965. These simple slab-style blocks featured one- to three-room flats, letterboxes with keyholes, laundry pipe sockets, end-of-corridor rubbish chutes, and lifts — design details that tell the story of Singapore’s first public housing.
