The second lecture in the series on European law addresses the structure and functioning of the constitutional system. It is part of the European Law lecture series in the winter semester 2020/2021 at the Faculty of Law of the Humboldt University of Berlin. It is taught by Prof. Dr. Ruffert. The series addresses both core institutional issues of the law of European integration (organs and functions of the European Union, relationship to member state law, legal protection) and the basis of substantive law (especially fundamental rights protection and internal market law). European law must be understood not only as an independent legal system, but also as an overarching legal layer within the structure of member state legal systems.
