The AI Agenda: Exploring the Trump Administration’s Approach to AI Literacy and Use

The Trump Administration has aggressively pushed to accelerate AI adoption and has signaled interest in preparing Americans to use AI tools as they emerge. But what does this “AI literacy” actually mean, and what is the vision for how that will happen? Over the past year, a wave of federal action has taken place: a cross-agency talent strategy to guide workforce upskilling from the Departments of Commerce, Education, and Labor; an AI Action Plan aimed at accelerating AI adoption and innovation; a legislative framework to shape and guide AI policy at the state and federal level; and a national AI literacy framework paired with an initiative to offer a round of free AI courses to every American. The push toward AI literacy comes as AI threatens to deepen inequality and put vulnerable groups at greater risk across the United States. The administration’s agenda on AI is ambitious, but there are important questions to answer about how it will translate from policy to practice—and who will be left behind.
