Within Planned Maintenance, there are a couple of ways to define when you would replace a part - Condition Based Maintenance is one of the main ways. With CBM, you're trying to detect early onset part wear before it leads to machine failure. This way, you can replace it at the sweet spot: before it causes big trouble, but not so early/often as to spend a lot on spare parts. It does require a lot of know-how about the machine and its parts, though. So CBM is not easy to implement - that means it has to be a conscious choice from your Maintenance team.
