Cracking, separation, and displacement of the concrete walkway in Pacifica's Municipal Pier has been declared a local emergency. The pier is closed until further notice because of the structural damage caused by rough surf and swells near the abutment and Chit Chat Cafe, the city said in an emergency declaration Friday.
