As Cameroon entered the 21st century, a wave of disappearances plagued the city of Douala. The Head of State decided to establish an operational command in the city to curb this insecurity. Unfortunately, their actions were accompanied by abuses that were rightly or wrongly attributed to him, including the infamous case of the "9 missing persons of Bépanda."
