A housewife raising children is a rare position in Legend of the Galactic Heroes. She may seem like a representative of the average person, but she's actually the most intelligent, and I get the sense that she's favored by the Creator. I think the Casernes family is useful as an interlude scene, a humorous way to explain a situation. I love the scene where the sharp-tongued Casernes is outsmarted and mutters under his breath.
